>> part of rhode island anue was shut down after flooding there made the road impassable. four cars got stuck in high water in rhode island in northeast d.c. the fire department rescued five people. luckily no one was seriously hurt. tow trucks have pulled the cars out and the road has since reopened. >> bethesda here, drivers along wisconsin and bethesda took their chances driving through high water at that busy intersection. it wasn't any easier for pedestrians. not only did they have to deal with the heavy rain but navating flooded sidewalks became tricky too not to mention dodging the sprayfrom all the cars whizzing by. >> the stormy weather caused high surf in chesapeake bay. rising water poured on to roadways making for a messy commute. some residents used sandbags, buckets and whatever they could get their hands on to deal with the water leaking into their

homes. good ggy thursday afternoon for you all. >> folks, this is just round one of the flooding. round two is en route. >> veronica johnson is here with more on rain totals so far. >> the forecast is working out realy well just as we anticipated yesterday. we're getting a little of the break, at least some of us right now, from the moderate and heavy rains we had earlier. look at that sky. that's the break without anything falling in the immediate d.c. area right now. all through the are we remain under a flash flood watch. in the red, those are the flood warnings to the west of us and north. loudon county,nne arundel county and points up to the north. that is until 6:15. meanwhile, a tornado watch because there's still a tremendous amount of spin in the atmosphere. tornado goes from areas of baltimore county down through prince georges county, charles county, st. mary's and calert again.

those folks have quite a few tornado warnings early part of the day. that's when most of the rain, too, was about this area. in this location right here just ended at 4:00. a severe thunderstorm warning for portions of spotsylvania warren stafford, culpepper that i think may be extended. here's a look at that radar. here is that line that we've been watching very carefully. it is moving to the east. it may produce some more severe thunderstorm warnings around prince william and eventually stafford county. certainly heavy in. i'm not sayi any lightning with this right now. we've got what is the true remnants of tropical storm nicole that will be moving up into our area. again, a lot of ra already today. we have more on the rain today and what not to do. doug? >> we've been talking about the fact that we really need to see some rain around here. boy, are we getting it. añi tropical moisture plume movg

right into our area. some areas picking up two to four inches. frederick, 4 1/2, washington about 3. this is over the last 48 hours. back towards winchester just under 2 inches but off to the east is the area that's seen tremendous amots of rain. over 7 1/2 inches in annapolis. leonard town coming in at 9 inches. we've seen flooding and localized flash flooding as well. we've been talking about this throughout the da and really throughout the day yesterday, too. do not drive through moving waters. there have been numerous water rescues as aesult of people driving into water that you just don know how deep it is. if your vehicle stalls, leave it and seek higher ground immediately. twfeet of water will carry away most vecles. we've seen that during the day today with numerous water res kus. this next round will be the poential for flash flooding. we don't want to see a repeat with what we've had with round one with round two as the remnants of tropical storm nicole move back intoour area. >> when is the heavy rain going

to move back into the area? probably by around 8:00 or 9:00 p.m. there's that low pressure system. i'll have more coming up in a few minutes. >> we'll stay in touch. >> the heavy rain made this morning's commute even tougher, especially in northern virginia where a few vehies got stuck in high water. our team coverage of this wet day continues now with news 4's tracee wilkins in annandale, virginia. >> reporter: here in northern virginia, a big mess with plenty of roads closed throughout the area. here on this road, another example of why you should not try your hand at high water. it was a wet, long, miserable morning commute that started for a lot of drivers on the inner loop of the beltway, after a tractor trailer jackknifed at the 270 split. fuel poured from the truck causing major backups throughout the morning commute. anwhile, in annandale on

woodburn road, a v-dot worker says a husband and wife drove through the roadblock and tried to g through this standing water but didn't make it. they both had to be rescued. the water stood about two feet on thear side and a foot and a half on the side the driver tried to go through. >> i work right on woodburn road. i haven't been down there, but i'm wondering what it's like. >> reporter: v-dot crews surveyed flood-prone areas for the possibility of road closures, water ran through a local annandale park and threatened nearby prosperity avenue. >> a lot of accidents, a lot of traffic. denitely heavier. took me longer,bout 40 minutes, and i live 15 minutes from school. >> reporter: there were road closures and terrible traffic. but with schedules to keep and jobto get to, the day must go on. >> but nothing stops me from getting my coffee. there i am right there. i'm happy. >> reporter: what we6im saw roughout northern virginia,

areas flooding and getting high water in places that are used to getting high water when we get substantial rain. so that's a reminder to drivers, be careful when you go through these areas. those folks know where they are. these are th places you'll want to oid. it could be a while before this water starts to recede. in annan dale, i'm tracee wilkins, news 4. the big river seems like everywhere we've got rivers. our coverage continues in montgomery county. >> chris gordon joins us live from kensington now. chris? >> reporter: these motorists are heading home after a hard day. it is said in the news busine that viewers throughout our region share two common interests, the weather and the redskins. and both have tested our paences this week. drivers today facing rain, flooded roads and roads, some of which, that rmain closed

key near the seat that children can sit or fall on leading to injuries. fisher-price is also recalling more than a million high chairs after 14 reports of problems. pegs on the back of the chairs can be used to store the tray, but kids can fall on them. aariety of toys and soft gyms with inflatable balls are in th recall. more choking concerns from wheels that can detach from cars in the stand and play ramp way. also in a separate warning, word that infant sleep positioners should no longer be used. the fda says they can cause suffocation. >> over the last 13 years, there have been 12 infants that have died in sleep positioning because they've suffocated in the soft cushioning. >> more needso be done before products reach store shelves. >> manufacturers have to make sure that they test their products thoroughly, that they've got good quality control processes in their factories and they loo for products that not only me the safety standards

the flooding across our area. >> joining us n from d.c. is fire chief dennis rubin. tell us what you're seeing and expect to see on our roads around the district. >> it's been a very busy day today and, as such, we've added additional resources to make sure that we can continue to respond in appropriate fashion. we're expeing the flash floods that you guys have been doing a great job reporting on and mang sure everyone is warned and heavy rains are likely. the northeast has probably been the hardest hit area so far where we've seen a building collapse that was a home in the 1300 bloc of that street along with four cars stranded in high water. we assisted rescued folks in the 100 blockf rhode island avenue and we had several man holes smoking. they were connected in to buildings, of cose, and electrical distribution system

and it caused a problem there for aew hours today. >> is that northeast builng collapse caused by just the rain we had today? >> we believe it was the rain on the roof. it was a deteriorating building although a fily was living in it. and the rain was not draining off. that added to the roof load, as it were, and ultimately helped cause the collapse. >> you had your work cut out for you today. thank you, chief dennis rubin, d.c. fire and rescue. >> and it could be ju beginning. they may have a veryusy night ahead. four car res kus there in the northeast. our coverage of the flooding continues. still ahead, weather may have caused a metro bus crash this morning sending peopleo the hospital. plus all eyes are on the skies. meteorologist veronica johnson will tell us how much more rai we're going to get. spawn. researchers are having a field day scooping up as much as they can to learn from the species. goliath groupers are not aggressive and actually interact with the divers making it one of the mostought after diving expeditions in south florida. >> good day to be a fish or a duck here. we have water everywhere. we're in a lull between systems but it's still very cloudy out there. >> still very cloudy. we're still getting rain, not only rain but severe thunderstorms in a few locations. we'll get to those counties in a moment. but guys, want t take you back to this morning where the real heavy rain came through. this is vienna, virginia. fairfax county. torrents of rain. between 3:00 a.m. and 10:00 a.m. there were location south and east that picked up more than five inches of rain. yesterday when i sat here, i said rain and wind, by far it's the wind that has been the most dangerous situation for us and will be even ase get ready for

another two to four inches here during the overnight. severe thunderstorm warnings. spotsylvani spotsylvania, manassas and central fairfaxcounty. that goes until 4:45. 79 degrees. it feels balmy andrç sticky feeling like 84 with wind out of the northeast at 17 miles an hour. it's rain throughout the overnight period. it won't end til 9:00 a.m. instead of going all the way to 11:00 a.m. and noon. 60 to 61 early part of the day tomorrow. here's that storm that i told you about. we've been tracking it. it's moving north northeastward. right now making its wayñi to prince william county right west of dale city approaches places

like nooksville. and centerville by 4:21. a lot morerain down to the south that is all par of, again, actually tropical storm nicole. it's off the coast right there. you can see theirculation just to the south of jacksonville, north carolina. that's the new rain that's going to be coming up and over us during the overnight period. meanwhile, we no only have the possibility to see more flooding. you can see the amounts across the area. over nine inches in leonardtown. these are the locations that can get even four or five inches, further to the east and four inches up north in frederick, maryland. 4 1/2 inches there, close to 2 1/4 in culpepper. but that's not only our problem. we could see more tornadoes and more tornado warnings. doug kammerer is standing by with more on that. >> any time you have a tropical system making its way in from the atlantic, you do have the chance to see those tornadoes. if they are out there, they're

very short lived and are very, very weak as well. there's the tornado watch. you can see inffect until 7:00-ç tonight for all the aas in maryland only. you're only talking about the district and also out towards maryland and st. mary's county as well as charles, anne adundle county and prince georges county. this may actually be extended more towards the midnight hour as the remnants of tropical storm nicole begin to make its way into our region. so that is definitely a threat. what do you do if you have a tornado warning in our area? we did have a little bit of that this afternoon. if you are at home, make sure you get to the baseme if possible, away from the southwest wall hide under a table to protect from debris and make sure you get into a closet or bathroom. if you're in a high rise, get to an interior room of the hall. you don't want to be where there is glass. no matter how small, you can always see damage from glass. as far as what we're seeing, the ingredients from this.

there's that storm making its way in. once again, we do have a spinning in the atmosphere. so any of these storms could spawn very small tornadoes that could provide winds upward of 70 to 80 miles an hour. we'll be watching this closely all night tonight. >> thanks a lot, doug. what's next for us? let's open it up and take a look at it the next 4 hours here, the next 24. another 2 to 4 inches of rain. the remnants of nicole make its way you the coast. then final toll the north and east and out. new jersey, areas of new york probably picking upwards of four inches of rain as well throughout the day tomorrow. then we'll get a little bit more wind back in behind the sysm. i do think that you'll notice a difference with dry air moving in. the storm system moves out. then a chanceor more showers coming our way. for this evening, 76 to 72. heavy rain and even some wind returning to the area about 8:00, 9:00 p.m. cool and breezy.

and welcome back at 4:30, everybody. i'm jim handly. >> and i'm barbara harrison. and here's what's happening right now. drivers all across the area are dealing with streets that are flooded. this is the scene in annandale this morning. a husband and we drove around the roadblocks and try to make it through the high standing water. they both had to be rescued. part of rhode island avenue was shut down after flooding made the road impassable. four cars got stuck on the high water on rhode island near fourth street and northeast. the fire department helped rescue five people. two tow trucks pulled the cars out. the road has since reoned. >> the rain made the commute difficult across our area. thins went from bad to worse when two metro buses crashed. the cident happened near montgomery blair high school and there were several students on

those buses. megan mcgrath reports. >> reporter: some of thenjured were wheeled away wearing neck braces. others were looked over on the scene and then went on their way. 23 people were hurt when two metro buses collided on university boulevard near four coners this morning. >> all of them were nonlife-threatening, most of which were orthopedic type injuries, nk pain, back pain, minor lacerations and abrasions. the most serious injuries were those complaining of internal pain but obviously we can't diagnose them in the field, so we have to upgrade those and take them to a higher level of care. >> reporter: it happened just after 7:00 a.m. near a metro stop. one bus rear-ended another. it's unclear if the lead bus was stopped or if weather may have played a role. the accident happened just down the street from blair high school. there were ten blair students aboard. eight were takento the hospital. >> it's hard to say. it looked like it was bumps and bruises. but as you can see from the scene, you know, anything is

possible based on that looks like the bus rear-ended each other. the remaining tw students ended up going to school. they were checked out. seems like everything was fine with them. >> reporter: so did they walk? >> they did walk. >> reporter:eastbound university boulevard was shut down, causing a big backup during rush hour. cars at the front nearhe accident were unable to turn around because of theedian strip. so they sat and sat. how long have you been sitting here? >> about an hour. yeah. i woulday my son's going to school and not getting there on time certainly. >> reporter: the accident happened during the height of rush hour. and there was a lot o traffic in the area. it was also raining at the time, but it's unclear if that played a role in the crash. in silver spring, megan mcgrath, news 4. so today's heavy rains and swollen creeks may have you worried about water damage to your home. liz crenshaw is here with some advice for us. >> jim it's days li today that make you wonder what is your insurance going to cover?

so we talked to the insurance information and it did give us answers. >> if our home is damaged, will it be covered? >> this kind of thing, there is not a straight answer for this kind of question. at you need to understand is how insurance companies classify damage. if the water comes from the sky, rain leaking in your roof, essentially if it comes from the top down, it's cored. the damage from that kind of water is covered by your simple homeowners insurance. if the water, though, comes from the ground up, like a swollen creek rises or the rain pools and seeps in to your basement, thatis not, it is not covered. insurance companies typically consider this floodwater and flooding is neve covered under a normal homeowners policy. you actually have to buy federal flood insurance to have that kind of floodwater covered. >> so below or above, the distinction. >> from the top down, you're okay. bottom up, it's considered flood

damage. >> interesting. next question, if your neighborhood stor drain is blocked with debris and caus backups of water and floods your house, will that be covered? no. oh, no. >> again, typically a homeowners policy wod consider a backup from a neighborhoo storm drain forcing water into your yard, pooling around your foundation, sending water into your basement, again, that's flooding and you will be paying those bills yourself. now, if the drain in your basementtself backs up, it might be covered if you have something called a sewer and drain backup endorsement on your homeowners policy. keep that in mind. one more piece of advice, the insurance information institute suggests that you contacted your agent or home insurance company before you do a contracting for any home improvemen repairs. best to check with your company and your policy before you contract out to get anything fix. know what's covered. >> i'm curious, good idea to document everything? take pictures?

you're watching nws 4 at 4:00. another day of big challenges on our roads. >> incredible. hopefuy folks won't have the kind of commute they had yesterday. hley, what is it looking like? >> fortunately, no big accidents like we had yesterday. but we do ha problems around the region. let's startff with a little good news. on 95 headhood southbound no big problems out of springfield. the weather will be a factor for drivers headed out of dale city. you do pick up volume there. along 270, the worst of it, you find delays as you leave 109 making your way up towards frederick. heavy and steady. 270, other than that, we're looking at wide open spaces. he's the pace at democracy boulevard, just a little bit of volume there starting to kick up as you make your way northbound.

around the capital beltway, doesn't look like yesterday at all. across the american legion, no big problems to report. quiet down through bethesda. cetainly blustery out there. in addition to the weather -- well, in addition to the rain in some stretches do we careful of the very stng winds out there. keep your hands on the steering wheel this afternoon. back to you guys. >> thank you. >> we've got some warnings extended now, veronica? >> right. because flash floong is pretty likely across the area, especially now for counties of cal vert county, eastern st. mary's, anne arundel, we'll see more across the area with counties reporting in with more flooded roads throughout the area. right now wee getting a break from the moderate and heavy rain. that's as we look toward the washington monumen i've got information for you, too, on the fld stage across the area for the rock creek park and for the potomac river.

here's a loo at live digital doppler. we've been tracking this one line. right into areas of fairfax county. out of stockard county now and there's a little bit of a cell on the northwest side of stafford county. that's the one that had the storm warning earlier. let's look at things -- open it up and show you the next couple of hours. this is future scan. it projects that rain out into anne arundel coun is kind of area wide with another two to four inches expected. one thing we haven't talked about today are the wds. imagine what things would be lik with all this rain that we've gotten, the saturated ground, the trees compromised. we're seeing gusts now at salisbury at 33 miles an hour. the winds will come up higher as we get into the early part of the day tomorrow and the late part of the overnight here. sorock creek, d.c., little falls, wisconsin avenue and the alexandria waterfront we're

seeing river leve coming. you. i grabbed this off the national weather service site where they are right at rock creek park current stage is at 7 1/2 feet. forecast is to g over 12 feet some time mid-morning tomorrow. so we could see some problems the. potomac river rrentlood ste is around 4 feet. the forecast is for 9 feet going into saturday morning. so just about a foot below flood stage ther then alexandria waterfront likely to see the water rising as well as we go into friday. across the area right now, it's been pretty sticky outside, if you haven't been out in a while. a lot of moisture in the area. against that's tropical moisture. tempetures pretty high at about degrees. d.c., too, at 79. you folks up north in olney right now, 79 as well. fairly uniform temperatures. 76 tre in ocean city. cool back around hagerstown, martinsville and winchester where it is 66.

the fda should have acted sooner to recall a pain reliever motrin. that's what congress was told today. the summer recall is at the center of an investigation on capitol hill right now. era edwards has the latest. >> reporter: e of the most well known and trusted brand names in america, johns johnson & johnson, is a massive company that makes everything from baby lotion to artificial hips. that trust has taken a hit with recent recalls including millions of bottles of liquid infant and children's tylenol

some areas picking up nine inches of rain down towards st. mary and cal vertcounty. it is to the east ofhe i-95 corridor with the exception of a couple of thunderstorms right on down towards the west. down towards stafford county, prince william county. thes are a fairly strong storms but nothing severe rht now. the strongest storm actually entering frederick county and northern portions of montgomery county. here is more rain down towards st. mary's county. this is all part of a system that continues to make its way up to the north. we'll ntinue in to the south of calverton. and then to the north and east of the i-95 corridor. then here towards sterling and montgomery county. these do have rotation with them. but no warnings as of right now. once again, we're goin to continue to seehe flash flood watch in effect forome areas. ave
